Four interacting Working Groups have been launched to extend TEA beyond the membership of the Management Committee and to respond to the main tasks and deliverables of the Action. The membership of the four Working Groups has been determined during the 1st Management Committee meeting at the beginning of the Action.
The three main objectives of ΤΕΑ are:
WG 1 Identify equity approaches Chair: Karel Martens and co-chair: Karen Lucas Participants: Floridea di Ciommo, Ariane Dupont, Jean-Loup Madre, Sergi Sauri, Bathen Nachmias-Biran, Aruna Sivakumar, Antonio Garcia Pastor, Anestis Papanikolaou, Lourdes Diaz Olvera, Elisabete Arsenio, Slaven Gasparovic, Tijs Neutens, Anu Siren. Using the results of the researches into equity issues in the transport domain from a fundamental perspective (social justice) and the detailed quantification of the distribution of transport-related benefits for equity assessment from the development and application of activity-based transportation models, WG 1 investigates currently applied equity indicators, in order to understand which definition should be considered in transport linking distributional factors and accessibility to key life activities.
WG 2 Methods for integrating equity criteria in assessment practices Chair: Aruna Sivakumar and co-chair: Sigal Kaplan. Participants: Floridea di Ciommo, Ariane Dupont, Yoram Shiftan, Antonio Paez, Geert Wets, Karel Martens, Evangelos Mitsakis, Deborah Mifsud, Conny Louen, Belen Martin, Juan Antonio Carrasco, Imre Keseru, Joao Abreu y Silva, Dimitrios Efthymiou, Kaur SARV, Lidia Zakowska, Olja Cokorilo, Ivana Cavka and Srecko Zezelj. Using the research results related to the equity impact assessment of various types of transport projects and policies, such as parking regimes, new metro lines and fare policies and the results of WS2, WG 2 combines knowledge of social justice, activity-based modelling with GIS mapping tools and social welfare to analyze equity implications of transport policies and investments.
WG 3 Equity issues and challenges in the decision-making process Chair: Yoram Shiftan and co-Chair Elisabete Arsenio. Participants: Floridea di Ciommo, Ariane Dupont, Andres Monzon, Nir Sharaby, Dirk Vallee, Sigal Kaplan, Karen Lucas, Albert Gabor, Laurie Pickup, Elisabetta Venezia; Matteo Tabasso, Carmen Sanz, Maik Homke, Agnieszka Lukasiewicz. WG 3 devises a methodology that links equity indicators and social welfare maximization and quantifies the gains of accessibility in a systematic way in order to incorporate equity considerations in decision making processes through scientific advances and guidelines, and embed new social welfare measures within transportation planning in Europe . Case studies will be conducted to show how the proposed approach improves the traditional approaches and which are the resulting benefits.
WG 4 Dissemination. Chair: Evangelos Mitsakis co-chair: Andrzej Urbanik Participants: Floridea di Ciommo, Ariane Dupont and Core group participants. WG 4 disseminates knowledge including: a) Interactive TEA website development, enabling information exchange with stakeholders and the research community, enlargeable to new TEA COST Action participants, b) Stakeholders, transport operators, urban planning authorities and social agencies and transport planners meeting jointly within workshops 3 and 4, c) Guidelines about the assessment of social welfare measures and the quantifications of the gains of accessibility in a systematic way and d) Organization for the Final Conference.
